Maximum Billing

Credentialing in Illinois runs on two tracks at once. Commercial plans and Medicare each have their own applications, and Illinois Medicaid requires enrollment in IMPACT before any HealthChoice Illinois plan will contract with you. Maximum Billing provides credentialing services for Illinois practices, from the first IMPACT application and CAQH profile to plan contracts and five-year revalidation, so your clinicians can see patients in network as soon as the payers allow.

What Our Illinois Credentialing Services Include

  • Payer research: which commercial plans, Medicare options, and HealthChoice Illinois plans fit your patients and location.
  • NPI and taxonomy review for individual and group NPIs, so the codes match each license before any application goes out.
  • CAQH ProView: building the profile, uploading documents, and keeping attestations current.
  • IMPACT enrollment with Illinois Medicaid, including billing agent and ERA setup inside the application.
  • Plan applications and follow-up with each commercial and Medicaid managed care plan until it is approved or closed.
  • Medicare enrollment through PECOS and reassignment of benefits to your group.
  • Contract review for rates, effective dates, and telehealth terms before you sign.
  • Revalidation and re-credentialing tracking, including license and malpractice renewals.

How Illinois Medicaid Credentialing Works

Illinois Medicaid is run by the Department of Healthcare and Family Services (HFS), and every Medicaid enrollment starts in IMPACT. The IMPACT application has 12 steps for an individual clinician, and the Application ID it issues expires after 30 days, so the documents need to be ready before the application is opened. IMPACT checks licenses directly against sources such as IDFPR and the DEA.

Enrollment in IMPACT is only the first half. HFS expects every provider to sign a separate contract with each HealthChoice Illinois plan, and since February 2026 it has required a standardized provider roster to go to the plans with IMPACT applications. As of HFS’s February 2026 list, the HealthChoice Illinois plans are:

  • Statewide: Aetna Better Health of Illinois, Blue Cross Community Health Plans, Meridian, and Molina
  • Youth formerly in care: YouthCare
  • Cook County: CountyCare

We handle the IMPACT enrollment, the rosters, and each plan contract as one project. Our Illinois Medicaid provider enrollment guide walks through IMPACT step by step.

Clinicians Who Order or Refer

Since January 1, 2019, an Illinois Medicaid claim is rejected when the ordering or referring clinician on it has no IMPACT enrollment. Physicians, advanced practice nurses, physician assistants, dentists, optometrists, and podiatrists who order or refer for Medicaid members need an IMPACT enrollment even if they never bill Medicaid themselves. We check every clinician on your roster for this before claims start denying.

Behavioral Health Credentialing in Illinois

Independent behavioral health practitioners in Illinois Medicaid can bill only a defined set of services, so the first step is confirming what each license is allowed to bill independently. From there we credential therapists, counselors, social workers, psychologists, and psychiatric prescribers with commercial plans, the behavioral health companies those plans use, Medicare, and the HealthChoice Illinois plans. See our mental and behavioral health credentialing services and Illinois mental health billing services.

Dental Credentialing in Illinois

A dentist’s Illinois Medicaid setup has two steps: IMPACT enrollment, then registration with DentaQuest, the dental program’s fiscal agent. Commercial dental networks have their own applications and fee schedules. See our dental credentialing services.

Revalidation in Illinois

Illinois Medicaid enrollments revalidate on a cycle of five years or less, with IMPACT reminders at 90 and 30 days out. Miss the date and payments end the following day, with no retroactive reinstatement. Commercial plans re-credential on their own cycles, and CAQH needs regular re-attestation. We keep every one of those dates on a calendar.

How Long Credentialing Takes in Illinois

HFS does not publish a standard processing time for IMPACT, and plan contracting begins only after enrollment, so practices should plan for several months between the first application and seeing HealthChoice Illinois members. Commercial plans commonly take several months as well. Starting before a new clinician’s first day makes the biggest difference.

Why Illinois Applications Stall

  • An IMPACT Application ID that expires before the application is finished.
  • An uncertified W-9, or one with details that differ from the application.
  • A taxonomy that doesn’t fit the clinician’s license.
  • A license IMPACT can’t confirm with the issuing source.
  • No follow-up after a plan receives the application.

Frequently Asked Questions

Do I need IMPACT enrollment to join a HealthChoice Illinois plan?

Yes. IMPACT enrollment comes first, and each HealthChoice Illinois plan then contracts with you on its own.

Do ordering and referring clinicians need to enroll in Illinois Medicaid?

Yes. Illinois has rejected claims naming an unenrolled ordering or referring clinician since January 1, 2019.

How often does Illinois Medicaid revalidate providers?

At least once every five years, with IMPACT reminders 90 and 30 days ahead. A missed deadline stops payment the next day.

Do you credential with commercial plans and Medicare too?

Yes. We handle commercial plans, Medicare through PECOS, and Illinois Medicaid together, so every enrollment uses the same verified information.
