Colorado Medicaid enrollment is quick by national standards, with new applications averaging about eight business days, but credentialing a Colorado practice involves far more than one application. Groups have to be approved before their clinicians, behavioral health runs through four Regional Accountable Entities, and commercial plans and Medicare each credential on their own. Maximum Billing provides credentialing services for Colorado practices and manages the whole sequence, from Health First Colorado enrollment and CAQH to RAE contracts and revalidation.

Order Matters in Colorado
The state’s Department of Health Care Policy and Financing (HCPF) runs Health First Colorado, and its fiscal agent, Gainwell Technologies, reviews applications through the Provider Web Portal. A group must be approved before an individual can affiliate with it, so a clinician who bills under a business EIN enrolls the group first and then enrolls as an Individual Within a Group. Colorado permits just one enrollment for each Social Security number; a duplicate application is denied. Getting the structure right at the start avoids weeks of rework. Our Colorado Medicaid provider enrollment guide explains each enrollment type.
Documents Colorado Checks Closely
Colorado wants a taxonomy that matches NPPES, a copy of every license listed, and, for groups and billing individuals, a W-9 signed within the last six months. Electronic funds transfer is required, so a pre-printed voided check or bank letter dated within six months is part of the application. A W-9 or bank letter older than six months is one of the most common reasons an application comes back.
The Regional Accountable Entities
Health First Colorado carves behavioral health out to the Regional Accountable Entities. Since Phase III of the Accountable Care Collaborative took effect on July 1, 2025, the four regions are:
- Region 1: Rocky Mountain Health Plans
- Region 2: Northeast Health Partners
- Region 3: Colorado Community Health Alliance
- Region 4: Colorado Access
Denver Health’s Elevate Medicaid Choice operates as a managed care organization. In practice, a therapist enrolls with the state program first and then signs a contract with the RAE that covers the region where they see clients.
Behavioral Health Credentialing in Colorado
LACs, CSWs, LPCs, and MFTs are all treated as limited-risk providers in Colorado, and none of them pays an application fee. We credential them with Health First Colorado, their RAE, commercial plans and the behavioral health companies those plans use, and Medicare, which has enrolled marriage and family therapists and mental health counselors since 2024. See our mental and behavioral health credentialing services and Colorado mental health billing services.
Dental Credentialing in Colorado
Health First Colorado dental benefits are administered through DentaQuest, so a dentist needs both a Health First Colorado enrollment and a DentaQuest affiliation. See our dental credentialing services.
Timelines and Revalidation
On HCPF’s figures, an average new application, revalidation, or update is processed in roughly eight business days, while maintenance screening can run as long as 45 days. Effective dates can be set as far back as 10 months. Every enrollment revalidates at least once every five years on a rolling basis; HCPF emails a reminder around six months out, and claims start denying the day after a missed deadline. RAE and commercial plan credentialing take longer than state enrollment, so they set the real start date.
